Q: Do these have padding inside? Are they "cushy"?

No they are pretty thin, no padding, although they do have grip on the bottom

Q: will these fit a men's size 10?

Skeleteen Elf Shoes fit a mens size 10. However, they fit as slippers. They can't be worn over the shoes.

Q: Can they be worn outside?

We got ours about 3 years ago, and they are just felt, top and bottom so I would say no. We took rubber drawer liner, the stuff that sort of looks like honeycomb or a grid, put on the floor (on cardboard!), smeared it with glue and hubby put on the shoes then stepped on it. Stepped out of the booties, and we let dry (took them off the carboard first.) They are big enough he could wear his shoes inside them, but it was enough to keep them from getting torn up has we had several places to visit.
